To cultivate a population engaged in arts and cultural consumption and to promote the revitalization and development of the cultural and creative industries, the Ministry of Culture has launched the “ Cultural Points ” program. The initiative aims to establish an ecosystem for cultural experiences and consumption.
In 2023, the Ministry of Culture initially provided a cultural voucher of 1,200 Cultural Points to youths aged 18 to 21, which could be used as a discount for arts and cultural consumption. Beginning in 2024, this initiative has become a regular policy and has been expanded to include youths aged 16 to 22, covering students from high school through university.
Eligibility / Amount for 2025:
Ages 16–22: Individuals born between January 1, 2003, and December 31, 2009, who are either ROC nationals, foreign nationals with permanent residency, or spouses of ROC nationals from Mainland China, Hong Kong, Macao, or other countries with valid residency permits are eligible to receive 1,200 Cultural Points each.
Ages 13–15: Individuals born between January 1, 2010, and December 31, 2012, who are either ROC nationals or foreign nationals with permanent residency are eligible to receive 600 Cultural Points each.
